Hi Greg,
There are several options for paddling, year 'round. On the VA Side (beltway to Great Falls, VA exit, Georgetown Road to a right at the GFalls Park entrance), park at the lower parking lot, turning sharply after the entrance booth (you can get a year pass for both VA and MD parks for $20). Walk to the path just upstream of the observation deck down to the Fisherman's eddy, from which you can surf the "O-Deck" waves or head downstream around the bend through S-Turn and just below, the Rocky Islands waves. You can walk up there to a trail that will lead back upstream...no need to shuttle.
On the MD side, you can start at C&O Canal National Historical Park (or 'Great Falls MD'), you can paddle the falls, or put in just below at 'Sandy Beach (not a park service term but one that boaters know)" to paddle over to the main channel, down immediately below (needs a decent amount of water) or river left. You'll pass Difficult Run on river right (great creek run when it pours), and 3 play spots: VA Chute, Center Chute and MD Chute (right, center, left). The appropriate level for play is listed on the AW site. You'll then pass the Old Anglers' Inn put in (more in a minute), then Offut Island (decent surfing), down to Carderock, a park service takeout where people also do a lot of climbing. Moving downstream is a super popular, short run down Little Falls, a Class III rapid that goes when the water's low. See http://www.potomacpaddlers.com/playspots.htm
for more detail than you'd care to ever know! Welcome to DC, just paddle and you'll meet lots of folks. For sure mark your calendar for July 11-13, the weekend of the Potomac Whitewater Festival. Cheers.
You can also park for free at Anglers (just off MacArthur Blv in Potomac across the street from a restaurant that named it, OAInn. From Anglers (this is where you'll see the most paddlers at any given time) you can easily paddle up the canal almost to Great Falls and put in at Sandy Beach or a few other locations in between. You can also simply put in from Anglers (walk across the canal, turn left and immediately to the right down the path) and attain up to the chutes. You can take out at Offutt Island across the canal and up to MacArthur where there's a pull off for a couple of cars.
